Abstract: Based on analysis and discussions of the dilemmas and problems faced by areas prohibited to exploitation,coverage and scope of the areas are specified,and policies and strategies related to land management,resource protection,financial investment and construction management in the areas are recommended,with a view to provide a basis for effective management of the areas prohibited to exploitation.
