Abstract: Caohai is a largest fresh water lake of Northwestern Guizhou, people calls it bright pearl of plateau.lt has established as a reserve since 1985. This paper mainly deals with its basic principle of developmental planning.conservation and utilization of water body, marsh, hill and mountain of lakeshore, tourism planning and construction of reserve service etc.
