基于生态系统服务流的生态补偿核算研究: 以海南岛18市县为例

    Research on Accounting of Ecosystem Services Flow Based Ecological Compensation: A Case Study of 18 Cities and Counties of Hainan Island

    • 摘要: 科学划分生态补偿区域及核算生态补偿标准是生态补偿研究的核心问题, 对促进区域协同发展具有重要意义。以海南岛各市县为例, 基于生态系统服务供需比识别生态系统服务的输出区与输入区, 采用生态系统服务流确定生态服务流动的范围及强度, 结合社会经济发展水平和居民支付意愿等因素建立生态补偿模型, 最终确定海南岛各市县的生态补偿金额。结果表明, 海南岛生态系统服务供需存在明显空间分异, 海南岛中东部区域琼中、白沙及万宁提供了海南岛超过70%的生态系统服务流量; 2000-2022年间海南岛以市县为单元的生态受偿与支付主体比例由10∶8变化为9∶9, 存在生态系统服务供需失衡风险。

       

      Abstract: Effective delination of ecological compensation areas and accurate calculation of compensation standards are central to ecological compensation research, and playing a crucial role in fostering regional coordinated development. Hainan Island's counties and cities were used as cases for this study. The output and input areas of ecosystem services were identified based on the supply-demand ratio of ecosystem services. By applying ecosystem service flows to determine the scope and intensity of these flows, we established an ecological compensation model that incorporates factors such as socio-economic development levels and residents' willingness to pay. The ecological compensation amounts for each county and city of Hainan Island were then determined. The results show that: (1) There exists a marked spatial variation in the supply and demand of ecosystem services across Hainan Island, with high supply and low demand in central mountainous areas, contrasting with low supply and high demand in coastal plains. Central and eastern regions, notably Qiongzhong, Baisha, and Wanning counties, contributed over 70% of the island's ecosystem service flows; (2) Between 2000 and 2022, the ratio of ecological compensation recipients to payers among the counties and cities in Hainan Island changed from 10∶8 to 9∶9, indicating a potential imbalance in ecosystem services supply and demand; (3) This study provides an accurate calculation of ecological compensation amounts and analyzes the feasibility of implementation, offering valuable insights to support ecological compensation policy development and promote sustainable development on Hainan Island.
